NOX is the best emulator on PC, period. (You need to turn of root to play, btw)
About PC vs Phone. Easy answer is tablet :)
The thing you need to know: for a time developer tried to prevent you playing on emulators. For whatever reason.
As of right now, there is no such problem. Future? Well, who knows.
If your phone has troubles with game, and overheat is a thing, you are probably aware of.
I would say PC is better. Also, transfer is a bitch, be 100% sure before trying it. Losing your account (no matter how bad it was) is quite a trouble. Also one you can't deal with yourself in FGO
