1 in 3 chance of getting spooked by tamamo is kinda spooky scary. her np tier increase is one of the most useless 5* np increases.

Hey guys! I was wondering which banner to pull on since 1) I don't have a Waver, 2) I want Ozy because husbando reasons. I know a lot of people are telling me to roll for love, but Waver seems more important from a gameplay standpoint. I already have Tamamo so there are chances to get spooked by Tamamo again, and that is kinda scary for me. Which banner do you think would be more worth it actually?
Btw, I already have Iskandar but he isn't that good for challenging content so Ozy would be a great addition to my team.

People usually use tamamo not because NP gain but skill CD effect and art buff...

Unsure if you are aware that the NP tier increase for tamamo is solely HP healed.
NP1 to NP2 is an 500 increase. And then 250, and then 125 for the two last NP levels.
Frankly the only benefit of getting Tamamo to NP 2 is that she doesn't get drained by ghosts and alike. It's to ensure the utilization of NP.
Because of the nature of her NP, you'd want to fire her NP as often as possible, not chasing the Overcharge.
