Who are some good servants to use to generate critical stars for Jalter? Thanks.

The best way to provide stars for Jalter in the long run is to rely on passive star generation. Fragments of 2030 and other CEs that grant stars per turn - put on the Servants that support her - are great for this. Hans is also very useful here.
The problem with fielding quick Servants to generate stars for you is that their card set doesn't play nicely with Jalter's. You also would rather not spend time generating stars with command cards when you can get them passively and do more damage during those turns instead.

Another problem is they'll steal the stars unless your Jalter's first skill is maxed.
