Ozzys NP damage and Healer NP effects of NP5?

So recently I played with Ozzy who btw is level 70 and NP1 only and his NP damage without any buffs came around 20K, I know his damage will increase with level but isnt 20K a little too low for a single target even when his current level is considered.
On another note if you level up generic NPs then their damage increases with each level but what happens to the NPs of servants like Anderson, Merlin who heal, does their healing depend on overcharge or is it tied to their NP level?

Well, a value of more or less 20K means Ozy is firing his NP on a neutral enemy or without class advantage. To deal higher damage, max Fou his attack and level the CE equipped on him if it has an additional attack value.

Hans' healing depends on overcharge while Merlin and also Tamamo is tied with NP level.

Don't have Ozy so i don't have much say here but it seems like his NP is a more strategic debuffing tool (-DEF & NP seal) than it is for damage (600%+ dmg vs a typical 1000%+ for a solo target SSR). Also consider his NP spammability thanks to his hit counts, overall deck, NP gain, and skillset meaning you can chuck your NP more times in a single battle than a Cu Alt ever will.

NP level vs overcharge:
It depends on the support servant really

The higher Merlin's NP level is, the more he heals
Overcharge affects crit stars gained per turn

The higher Hans' NP level is, The better chance his buffs are applied
Overcharge affects his buff's overall stats and healing (albeit by chance)

As someone with Ozy, it's probably because he is a literal beef stick of stats if you include his own buffs, especially the 2nd skill which is reliant on chance. More importantly, he gains NP extremely quickly with his hit counts and crits so while his NP may not hit like a truck, it is quite spammable hitting like multiple smaller trucks.

NP seal especially is really good on his NP because as someone who has waver aswell, I can stall a AOE enemy NP for 2 turns due to (-charge from Waver, and NP seal from Ozy - which is also more reliable because it counters "charge gain") Allowing for other cooldowns (E.G Davids aoe dodge to prepare for NP after stalling for however many turns).

All NPs hit like a wet noodle without buffs that's the nature of the game luckily Ozzy has a built in 58% attack buff. Even Jalter at level 90 will only do about 30k damage without buffs and she has the highest attack stats in the game.
