when arash dies because his np who gonna get the effect?

Yes.
A good combination, by the way. Kaleido Arash with 3rd skill+this CE= free NP enemy delay

Except you can't use two CEs on one servant. Either Kscope and 3rd skill or this CE and build NP the old fashioned way.
