Is Bedivere worth leveling?

He is, one of the if not the best buster oriented saber imo, but you need to babysit him since his defnsive skill only last one turn

Bedivere is probably better than Caesar at high NP level, but since he is story-locked it will be tough to ever get him there. Caesar on the other hand will be NP5 fairly quickly so his NP damage is usually much greater. Statwise they are almost exactly the same, even including cards and hitcounts.

At the end of 2019 he will get an NP interlude that lets him outshine Caesar in terms of damage. By then you'll probably have a gold saber though :)

Besides the other answers ... if you liked him during the Camelot singularity then definitely level him! I’ll be doing that for that very reason~

Bedivere has a currently sharing the top tier slot with Euryale in JP. He is very good, but he’s a one trick pony. You deal that massive burst of NP damage and he’s kinda done all he can.
