Yes. But in fact he is considered an tough DPS rather than "best ST berserker" because Hijikata and KIntoki still posses much powerful NP than Cu and they will do more damage like Critical NPBB.

However Hijikata and Kintoki are rather "glass cannon" and even very vulnerable in JP due to multi hp bar boss. Raikou is somehow the best SSR bersekers as Cu Alter due to her ability for AOE farming+Better NP gain+Crtitical damaging

And Cu Alter is still one top Berserker due to his 3 skills combo made him very durable and versatile in team composition. Normally in JP now he is excellent to slash out Mobs before boss fighting, and provide some "disperse hitting" effect (reduce chance of enemy to do damage to DPS/support). Also low star adsorption but somehow high star generation (good hit account, compared with most Berserkers) made him can give "hidden-buff" to your major DPS and support. Then a team of DPS+Support+Cu Alter is still popular in other servers. Even though in JP right now his role is normally not to kill or solo boss like NA .

You wont regret to get him. Like this Nerofest, he is one MVP. Dual Cu Alter is also stronk in very long period of time.

Yes it is worth it. If you enjoy using Cu Lancer, Cu Alter will be more enjoyable since he's a Berserker meaning you will hit harder and can dispatch enemies easier with more or less the same survivability. The 1st skill is useful for those pesky critical hits and an attack debuff for minimizing damage. Before I have herc but switched the instant I got him. No regrets except initially because I wanted Nightingale/ Vlad instead. 😅

Cu Lancer becomes irrelevant once you have Cu Alter. He's so good, you're never wrong to put him into your team. I use him all the time.

Cu Alter is definitely worth it. One of the Berserkers with the highest survivability with 2x dodge and guts! There is the New Year guaranteed paid gacha so you will have a 33% of getting him if you roll in the Berserker banner!
