Yes. All 3 star and below is available in FP summon except for story locked servant. It just the drop rate is 3% for 3 star servant so it's quite low rate to get him in FP.

Is Cú SN available in friends point summon?
I played 78 days and only got cú proto NP1. Don't even get a copy of him. I used all my SQ on the lancer pick up. Thank you.

It took me a while to get the regular Cu as well, but once I got one I suddenly got all the extra copies in the Friend point summon and Quartz summon one after another. It might take a while for it to turn for you as well, but you'll get there.
