Regarding Penthesilea, I think the best of her is that she can both be a DPS and a supportive servant, and she's "surprisingly" good enough at doing both at the same time. For a berserker, her NP gain is just awesome with up to 20% NP per turn on her 2nd skill which also grants her Debuff Immunity, and Charisma + Buster Up is just a really good combination and she has both in a 5 turns CD at max level so she has good, consistent damage and support with good uptime actually. Her NP offers good effects, too, which are very valuable in challenge quests and boss battles, such as Atk down and NP seal.
About Wu Zetian, we do have little info on her, but I feel like she's a little bit of an Assassin Elizabeth Bathory (Lancer Ver.) being some sort of supportive unit with damage potential. The thing I see weak about her is that she has a sort of low atk with Assassin multiplier, and also being quick when Buster is just easier to use. She does have good effects and her skills are actually good enough, but then again, "Why bother?"
Osakabe-hime isn't really bad, the thing that was so disappointing about her being the Quick support is that her Quick up is tied to her NP's Overcharge, that means you need to charge her up first, then use NP (You "waste" a card for just 20% Quick Up) and doesn't offers much else besides the NP charge on her 2nd skill. If you want a higher Quick buff you'd have to put her 3rd on a NP Chain but that means that turn you might waste potential damage and the buffs would only last 2 turns, and she's an SSR so low accessibility, therefore you can't have your own 300% as easily, and she being support with relatively low stats plus Assassin Multiplier makes her a mediocre unit for damage, and not so viable supportive unit. Compare her to Tamamo or Merlin. Both of them have 50% Card up tied to a skill's level so anyone can have that and won't waste a possible Arts or Buster Brave Chain turn. Their NPs have awesome effects such as passive NP, HP and Crit star gain with Merlin, and raw HP and NP gain with Skill CD reduction with Tamamo. On top of that, both of them offer a better Stall potential, with Merlin's Party-wide invulnerability, and Tamamo's NP drain.
In the end Osakabehime isn't bad, it's just that everyone's better than her so again, "Why bother?" I plan to roll a bit for her personally anyways.
And regarding Foreigners, Abigail and Hokusai are quite different servants, Abby has better stall potential and utility than Hokusai and is ST Buster NP with triple Arts, so her damage can be a little inconsistent with less buster cards for the chains and no steroids, and the issue with her skills is that they have long cooldown for values that would make you wonder if it's actually worth it.
Hokusai on the other hand is a solid Wave Clearer with AOE Arts NP which means she has NP refund, her damage and generation numbers are pretty solid with BBQAA deck and actual buffs on her kit, and unique buffs such as Def down on Arts card. Plus, she has more direct survival options with NP batterty tied to an Evade with a CD of 5 turns at max level.
That's the sort of analysis I can give on what I can see on paper, after all, no servant is truly useless and you can make it work. Plus, some of the servants mentioned before got their SQ so they became more versatile or viable in their respective roles.
