Effect of Formal Craft CE on Hans?

Am a bit confused about the Arts effectiveness up on Hans NP, does it increase the atk+def+crit+heal+proc rate by 25%, or only atk+def+crit+heal, or only proc rate? If it affects proc rate, then does it guarantee proc since 80%*125*=100%?
