I would say no, the reasoning is because while i think holmes is very strong. He need a bit of a team with him to be able to use him well otherwise some servant would straight up be better. He can be either use as an art crit servant or a bit of pseudo-support servant. However in 2 years there will be another ruler who can also fill the role of art crit meaning holmes lose his value as a ruler art crit servant.

Holmes is more of a vanity servant, similar to Moriarty. If you enjoy his character and design then go for it as he doesn't get too many rate-ups. If you want, look up some holmes solo fights on youtube as they are pretty entertaining and kind of highlight how powerful he can be if used correctly.
