How will Meiji Ishin work?

So... After looking over the information at http://fate-go.cirnopedia.org/quest_event_20170405.php#nav about the Fate/GUDAGUDA Meiji Ishin event, I'm a little confused in regards to how we get the extra copies of Chacha for her NP and her Ascension materials.

If I'm reading this right, there's two point ladders. One has the Ascension materials, and the other has the currency we need to purchase the extra copies of Chacha we need to level up her NP. Each ladder appears to be tied to a faction in the event. But at the same time there's also the whole 'choose a faction, and fight for that faction' thing going on.

Thus I have to ask, do we need to do stuff with both ladders to get the stuff for her, and possibly be behind on things if we're on a side that doesn't do that well with the factions due to a lack of a 'winning bonus', or is there a way to get this stuff that I'm missing?

You posed a good question so I did some digging on message boards back when the event had just come out and people were discussing the faction thing. I may be wrong, but I believe it is a "live" calculator similar to Solomon and some raid health bar events where-in everyone on the server works towards one faction or another. Even if that's not the case, the point of the event is to apparently progress both, hence why the ascension mats and np mats are split between the two. However, only one faction can "win."

Edit to this: You don't actually choose and lock in your faction despite what the guide suggests. You basically have marked quests for each and you fight on the side you want to get points for. It doesn't matter who you pick first or whatever you can just keep switching back and forth getting points in both and you will need to do so. However, there seems to be some kind of bonus point gain to the faction that is winning which makes it easier to clear out that faction's rewards I guess. Based on JP, it looks like Nobunaga faction was the favorite since she has some rarer mats people want. That may change for NA.

To add to this post:

Each Chacha CE from the Oda point ladder gives 30% more points for both factions. On the other hand, each Okita CE from the Shinsengumi point ladder gives an attack boost to all allies instead.

So it seems like getting the Chacha CEs is a major priority since it'll make point gathering for both factions more efficient AP wise. Perhaps the attack boost CE is better reserved for bosses and the challenge quest?
