It doesn't usually matter how many downloads we have. That's just how many downloads Japan had. AFAIK, they more-or-less give us the same events around the same time frame as what they had in Japan. In other words, if Japan had a 10 million download event in between event X and event Y, then we would also get it between X and Y, regardless of how many downloads we reached.
At least, that's what they were doing, but now they recently decided to start making it harder for us to predict what's coming up, so they're trying to shift things around a bit (hence this Jalter thing that a lot of people are pissed about).
