It says that as you are under 15 years old, you can only spend 5,000 yen a month. You would have to change your date of birth to get around it.
If you have earned that money, go spend it all you like.

Limit on how much money I can spend on quartz?
So I recently came back to my JP account and I wanted to buy some quartz to try to roll on Ibaraki Lancer, but when I go to buy them a message pops up that I don't understand because sadly I can't read Japanese. If anyone can give me some kind of clue I'd appreciate it, couldn't find a solution anywhere so far.
