Well if it's on your needs on the time. If you have a Tamamo of your own or a support one you could use then generally it's better to use Hot springs since he's a servant meant to crit and the additional 3 crit stars would be pretty good rounding him up, but I couldn't deny that 25% arts up is also nice, but if you couldn't use Tamamo then I'll probably use it on him IMO, and use it only when you are focused on spamming his NP more than wanting to crit I think.
Generally I think it's interchangable.
