Liz and Nero are fine already honestly since they could still fight with just 10 levels. Though if Liz's charisma interlude Then Liz, but if not then go with Nero since she's going to be your savior if everything fails.
Billy and Nito could be on the back burner for a bit, but if you see tons of silver or bronze enemies in the event I suggest levelling Nito to at least 65 or 70 just to help around if you can still considering the next event do level her up a day just put aside Billy.
