You don't need to have shinjuku cleared to be able to summon on it but oddly enough it isn't out yet - so it's wait and see

Shinuku banner 2...
I asked a few days ago and was told it’s drop by the 1st of March, or at least that’s when it dropped JP, so is it already out? And if so, do you need to have shiniuku clearered to summon on the banner?

They (FGO NA) are probably just waiting for Monday to drop it.
And based on what I have seen of fgo so far I am willing to bet anyone will be able to roll on it.
PS: Personally, I think it is a poor banner to roll on unless you have zero interest in getting Liz, Salter Lancer, Kiara, Altria, Sakura lancer, or Merlin...

I just want to get EMIYA Alter, and I’m a fairly impatient person, so I’d much rather just get him
Now; however, if I try to NP2-NP5 him I’ll just wait for this particular banner you speak of
Also I don’t care for Kiara Salter lancer Liz or Sakura lancer, whereas I like both the units in this banner a lot

Shinjuku banner 2 was released exactly a week after banner 1 was released in JP. Banner 1 was released in NA a few days later into February than in JP. Based on this schedule, banner 2 should be released for us at some time tomorrow.

Emiyalter actually appears in one of the CCC banners...but Salter is story locked, and quite good, also.
You could also use your free 4* ticket of this year (coming in august or september) to get him. On the other hand, you might want to use it for a good story locked servant (Gorgon, Lalter, Nero, Medea Lily...), considering how hard it is to get any of them.
