If you really want Waver, neither really. I would expect his odds in CB to be 0.4%, and in the class-based to be 0.3%. Don't know when or if, but in a solo rank up, it would be 0.7%

Chaldea Boys has more 5* Servants on rate-up so, if a 5* shows up, the chance of getting Waver is 1 in 9.
Class Summoning only has 3 to choose from so the odds, again if a 5* shows up, is 1 in 3.
Or you could decide like some people and choose the banner where you're less likely to be disappointed if one of the other Servants decide to spook you.

Almost sure Chaldea Boys rotate the 5*s (sans Arthur), so 2 5*s, more chances of getting than3 5*s.
Technically they are both bad, but as Waver is in the perma-pol, you can be spooked by him in any banner -he was my first 5*, got in Ozy banner while rolling for Saberlot and Nitocris (blessed spook).
Also, a Tamamo/Xuangzang/Arthur is not so bad. Tamamo is awesome staller/arts support who can reduce cooldowns; Xuangzang is a rare ST Caster (if you are tired of stabbing Soul Eaters/Giant Ghosts 999999 times with Medea's wet noodle until they die...) who can spam her NP and has taunt; Arthur, unless you don't have a 5* AOE Buster Saber, is a worthy addition (Altera and Mordred are better than him, must admit).

If you can wait for over a year and if they stick to the JP schedule the two best chances will be in 2020:
“Sanzan comes to the West” has a solo rate up for waver around mid April 2020.
He also has a rate up during “Fate Accel Zero Order” rerun in early September 2020.
But both of those are over a year away. If you can’t wait that long your two best chances will be Chaldea Boys or one of the class based campaigns.
Of the two the Chaldea boys (the one with Proto-Arthur) will probably give you the best chance...but it will probably be around a 0.4% chance as Waver and Arthur will be on rate up at the same time.
That said, if you don’t mind getting a Tamamo or Sanzan instead the class based one might be worth considering.

Worth it if you don't mind the other 2 Casters. The class banner has no chance of spook, meaning a .33% chance to get Waver, Tamamo or Xuanzang. I pulled Waver from the Caster class banner a couple months back before Nerofest rerun. Generally, unless you really like the servant, it may be better to save your rolls for Limited or story-locked servants.

CBC is higher chance. 50/50 with Arthur also being on rate-up. Obviously not as high as a solo rate-up but that isn't due for over a year as other have pointed out. I'm planning to try for him on CBC because I also want Arthur. If you're going just for him, maybe hold off. He is permanently in the game after all.

This is not exactly true. Its 50/50 yes, but the chance of a rate-up for CBC is probably .7% or .8%. So the actual odds of pulling Waver when you pull a 5* is either .35% or .4%, which isn't much of a difference from the .33% of the class summoning banner.

Yes I understand. I was highlighting the fact that as a rate-up 5* he's 50/50 with Arthur on that day, which is to say you're not more likely to roll Arthur than Waver or vice versa. It's still a higher rate-up numbers wise than, say, the caster class banner which has him contending with several other 5* casters.
