Yeah that's the thing. It's not that rulers do bad damage per se - they have a base 1.1x damage modifier, so in a vacuum, discounting class advantages, they will do more damage than most. That said, rulers' natural tankiness and lack of class damage modifier against everything means that they are a lot more suited for support than DPS.
For Martha, since she already has good staying power, I would say focus on buffing her damage output. Any support that buffs buster performance is good, ie, Shakespeare, and Merlin when he comes out. Rulers also have good star weight, so a star generator with lower star weight like Hans or Mozart would be useful too. Waver of course as well since he is good for everything.
Finally, you could also consider using servants like David or Fuuma who can help with her survivability since, though she is tanky, she has no hard defensive skills like dodge or invincibility, so being able to shield her from enemy NPs is always good.
So basically, Martha + Support + Support with an emphasis on attack/buster buffs and either star generation or survival.
