New Tier List Placements

5 Star Servants

Tier EX-

A premiere heavy-hitting Quick Single-Target Assassin damage dealer, Kama is capable of paralyzing enemies with her Charm. Her NP has a base 80% charm rate, which can be boosted up to 120% (essentially guaranteeing the effect for many enemies). Her NP additionally has high hit counts and a three turn Quick buff, setting her up for future NPs and greater damage with each successive NP. She also comes with a plethora of self-buffs, including a 50% NP Gauge boost, rare class bonus against Alter Ego tied to a skill, a small Critical Strength boost, a self ATK boost, and Guts for herself that permanently stays until it is consumed. She also can provide an NP Overcharge buff to an ally of choice at the cost of 1000 Max HP from her target, which also heals herself. This toolkit in combination makes her a powerful single target damage dealer for many challenging encounters, capable of longer-term survival, heavy damage dealing, and lockdown of enemies. Her performance is further boosted with Quick supports such as Skadi, enabling looping of her NP and essentially charm-locking any opponents, although her performance is respectable even without support. She will serve Masters well across a multitude of scenarios (and enemies perhaps will come to appreciate being ended whilst being in a continuous state of enrapturement).

Tier List Movements

5 Star Servants

Tier C -> C

Hijikata Toshizo received an NP Upgrade in this recent Interlude batch. It comes with the standard NP damage increase of +200% per level. Additionally, it will also increase the bonus damage dealt with lower HP by +200% per overcharge level, bringing the maximum at 100% overcharge up to 800%. However, at this time, Hijikata has yet to receive the skill upgrade that grants him Guts (1 HP revival), which makes him much more capable of fully utilizing his low-HP effects without external help. Given that it is difficult to fully utilize him in his current state, it was agreed that his upgrade was not yet enough to warrant a tier shift.

Tier C+ -> C+

The Avenger of Shinjuku also received an NP Upgrade during Interlude 8. In addition to the standard +400% damage increase for single target Quick NPs, he will also grant himself a modest 3-turn Critical Strength buff by 20%, helping him better capitalize on the Critical Stars generated after an NP turn. Combined with his first star gather skill, he can better ensure damaging crits after his NP; if he can manage to NP again (most likely with support), the Critical Damage will stack as well, making this upgrade a very useful buff to Avenger of Shinjuku's overall damage performance. When it comes to Quick damage dealers however, even post-buff, Avenger of Shinjuku might not be the best choice given the brevity of most of his skills and greater difficulty of refund even with support, and it was agreed that his tier would remain at C+.
