Tier B

Sei Shounagon is a rambuncious, party-happy AoE Quick Archer with a grab-bag of supportive effects. Her Noble Phantasm is notable for having three trait bonuses (Neutral, Human attribute, Shadow Servant), which provide decent coverage and come into use quite often. She can provide ATK buffs, HP recovery, NP Gauge-per-turn, and a few extra Stars on demand for the entire party. For herself, she has a 20% NP charge, Evade, Crit damage, and Quick buffs. She also has the notable passive of 100% Charm Resist, which can sometimes be useful in encounters where applicable. Her kit provides a comfortable coverage of various effects, while at the same time none of them are particularly standout on their own. For this reason, outside of trait damage bonus (particularly against enemies for which multiple are applicable), her damage is middling without Quick support. Even then, due to the coverage of her kit, she fits into teams as a hybrid damage dealer and support very comfortably, being ready to start the party with anyone who's on board.

Tier C+ > B

Xiang Yu's Interlude comes with an upgrade for his first Foresight skill, which acts as his hard defensive measure with a bonus boost to his Crit Damage. With the upgrade, the cap on the Critical Damage boost increases from 50% to a whole 100%. When stacked with his second skill, he can reach a maximum of 150% Crit Damage bonus from his own buffs alone (plus the 8% boost from his passive), making his damage cap on normal cards a sight to behold. Moreover, the upgrade now gives him a 3000-5000% Crit Star Gather Rate buff, which solves his issues with Berserker low star weight, all but guaranteeing he will receive the majority of stars on the turn he activates the skill. His upgrade is very much welcome in improving his ease of use and performance.

Tier C > C+

Marie Antoinette's Rank Up with the Valentine's Event upgrades her prior highly niche Siren Song skill, which had a Charm effect only against Males. The upgrade allows the Charm effect to have a chance of working against any target, while also adding a minor party ATK buff of 10-20% (standard Charisma values), which provides a measure of party offensive support that was not in her kit before. This improves her usability in teams as well as slightly boosting her own offensive power, making it a welcome upgrade to an otherwise infrequently used skill.

Tier B > A

Caesar's NP Upgrade arrives with Valentine's 2022, which is provides the standard ST Quick NP damage buff of +400% damage across the board. More notably, he now gains a chance-based ATK buff: he has a base 80% chance of gaining 10% ATK, which can activate up to 5 times until it fails (in practice, this is between +0-50% ATK, which can be massive). In addition, before this takes effect, he gains a Buff Success Rate buff between 0-40% depending on how much HP damage he has received. Notably, if he is at half health, then the Buff Success Rate buff is 20%, which essentially guarantees the +50% ATK buff on his NP. This allows Caesar to reach an extremely high damage ceiling, oft outcompeting higher rarity Sabers with this latest upgrade, hence his shift in tiering.
