According to the summon info, all the Babylonia servants will be available in the story summon after the rate up ends.
Edit: just checked the story summon and caster Gil and co have already been added.

Needed confirmation
So the new Babylonian singularity is out and the rate up banner for Cas Gil, Enkidu, and Medusa Lily is in effect.
The problem is, I only have about 10 summon tickets and 81 saint quartz. I've decided to save my quartz and tickets, however, I'm not so sure about getting Cas Gil at any moment. Is he story locked, or at least available in the story summon?
I just need confirmation.
