Introduction
The latest event release introduces a new Servant:
Takasugi Shinsaku
All Servants that were discussed for tier placement or movement are detailed below.
Staff were allowed to assign the following scores.
After some debate, the staff generally agreed to have only EX-/A+/B+/C+/D+ tiers aside from the standard EX/A/B/C/D/E, so for the purposes of tiering the average scores were then rounded to the closest score to obtain the final tier as below. 
As a result, any A-/B-/C-/D-/E+/E- votes, after averaging, would round out to the next closest tier.

Takasugi Shinsaku
Tier B
Takasugi Shinsaku, entrepreneur of the Chaldea Heavy Industries event from the CBC 2025 event and founder of the modern Japanese army, is an AoE Quick Archer with a strong Critical Damage focus and some offensive support to the party. He is capable of buffing Quick, Buster, and Overcharge Level for the entire party, as well as a targetable Crit Damage and Skill Cooldown reduction effect for a single ally. For himself, he has an ATK buff and can charge up to 30% NP gauge in one shot. His NP also further buffs all Card performance and his Critical Damage before dealing damage to all enemies. As one might notice, he notably has two sources of Crit Damage buffs in his kit, givingn him potentially deadly crits on turns after his NP. Defensively, he has a small Guts that lasts for one use across 3 turns. His refund is good enough to use him as a farming looper with premiere Quick supports such as Skadi. He is overall a relatively straightforward AoE Quick Archer option, and can be desirable if Masters are in need of a Servant who fills this niche, as he does so quite well.
