FGO Summer 2025 - Tier List Change Log

Introduction

• The latest FGO Summer 2025 Event introduces several new Servants:
• Altria Caster (Berserker)
• Suzuka Gozen (Vacay)
• Chloe von Einzbern (Avenger)
• Cnoc na Riabh
• Melusine (Ruler)
• UDK Barghest
• Cait Cu MikoCer

• All Servants that were discussed for tier placement or movement are detailed below.

5 Star Servants

Tier A+

Melusine joins the summer festivities in 2025 as an AoE Arts Ruler. Her NP deals bonus damage against Earth attribute, and also buffs her own ATK and Crit Damage for 3 turns, further amplifying her damage on subsequent turns and stacking on repeated usage. Additionally, she has a massive 80% NP charge skill, all but ensuring access to her NP on demand. She has multiple offensive buffs, including an Arts and NP Damage buff, along with anti-Chaotic damage bonus. She also has multiple Crit related buffs, including Star Gather, Stars per turn, immediate 10 Stars, and additional Stars if she is in a favored battlefield type Near Water or In the Air. Finally, defensively she has a 2-time, 3-turn Invincibility for herself, along with a minor Damage Cut for all allies. She is a powerful looper with frequently encountered trait based damage bonuses and excellent critical potential.

4 Star Servants

Tier A+

Chloe von Einzbern's summer form is an ST Quick Avenger whose claim to fame is not her damage, but her utility in a party. She notably has a skill that swaps her with the Servant in the last slot in the backline, and also comes with useful party buffs including ATK, Crit Damage, and NP Damage buffs, so she makes for great buff stacking potential. In addition, she also provides NP Gauge based on how many enemies were attacked in the prior turn, and with enough stacks of her special trait granted by her first skill, can provide ludicrous amounts of NP Gauge in a single turn when using her third skill. She provides party lineups with a great deal of potential and is a great Servant to further enhance the possibilities for team compositions.

Tier B+

Suzuka Gozen's Rider form is a relatively straight forward AoE Quick Rider. She is decidedly focused on offensive effects, having no defensive effects, but is a pretty serviceable Quick looper on her own. Her looping specs come out better than other summer Servants in the AoE Quick Rider niche, making her a good alternative for Masters who may not have another Servant in the niche. Additionally, she provides a healthy dose of offensive support to the party if she is ever run in a multi-damage dealer setup.

Tier B

The FGO Summer 2025 Welfare Servant, Cnoc na Riabh is an AoE Arts Foreigner with powerful supportive effects that come with demerits that make skill use order important. The most notable effect is that she can provide up to 30% NP Gauge to the entire party as a welfare, although this requires using her second skill followed by her first skill, which will inflict 3 turns of Skill Seal on the party. As a result, Masters will want to use skills from all other party members first before using hers. However, all told, she can provide a combined 20% NP damage buff and up to 70% effective ATK buff for a wave, making her offensive support extremely potent. In addition, she also has plenty of useful skills for herself, including debuff immunity and HP/NP regen per turn (up to 20% NP Gauge per turn for herself!). She also has an AoE chance based Stun and a self Arts buff, which comes with the demerit of sealing Arts Cards for allies that are not Altria Caster. Finally, her NP clears debuffs, debuffs DEF further, and restores her health by a huge amount. Overall, she is a very solid addition to the roster, with her main demerits being her low damage, which is partially offset by her extremely potent party support.

Tier B

UDK Barghest is an Arts Archer with the unique ability to choose between having an AoE or ST NP upon using her third skill. She helpfully has a self NP Charge of up to 30% to help facilitate her NP usage. Her NP, in addition to damaging all enemies, buffs her own Arts before damage and removes all offensive buffs, with an extremely minor demerit of cleansing any Burn / Burn Damage Up debuffs on the enemy. She also has a multitude of offensive buffs including ATK / Crit Damage / NP Damage buffs for herself, and the unique ability to gain further ATK buffs and Crit Stars if any 3 star or lower rarity allies are on the field. She also provides defensive support to allies by applying 1 turn of Invincibility, HP recovery, and Skill Cooldown reduction by a turn to all allies except herself. She also performs well enough as a looper, and works as a great stand in for the AoE Arts Archer farming niche.

Tier A

Cait Cu MikoCer is an AoE Buster Pretender with an enormous array of effects that she brings to the table. On her NP alone, she deals bonus damage to Human attribute, gains Buster Up / HP regen / NP regen / Star regen and inflicts Curse / Poison / ATK -50% on all enemies. She also can charge her own NP Gauge by 30%, making her capable of looping her NP with Koyansakay / Oberon setups. For allies, she provides ATK, DEF, NP Damage buffs, and Stars on demand. She also has a variety of useful effects for lengthy battles and challenge quests, including buff removal from a single target, extended turn duration for any over-time effects, and decreased debuff resistance for the enemy. One of the most unique aspects of her is also her passive, which grants a small Crit Damage buff to any ally that takes damage from an enemy hit duringn the previous turn. Using her third skill, she can use this buff and further grant 20% NP Gauge and increased NP damage to allies that were affected. Overall, given her flexibility in being able to be run as a farm looper while having potent capabilities in more prolonged battles, she makes for a formidable member of the roster.
