Tier List Change Log History

Introduction
The latest GUDAGUDA Super Goryoukaku event introduces several new Servants:
Takeda Shingen (Takeda Harunobu)
Nagakura Shinpachi
Saika Magoichi
Uesugi Kenshin
Additionally, Servants have received upgrades since the previous Tier List Change Log:

All Servants that were discussed for tier placement or movement are detailed below.
Staff were allowed to assign the following scores.
After some debate, the staff generally agreed to have only EX-/A+/B+/C+/D+ tiers aside from the standard EX/A/B/C/D/E, so for the purposes of tiering the average scores were then rounded to the closest score to obtain the final tier as below. 
As a result, any A-/B-/C-/D-/E+/E- votes, after averaging, would round out to the next closest tier.
5 Star Servants
Takeda Shingen (Takeda Harunobu)
Tier B
Takeda Shingen is an AoE Buster Rider Servant primarily focused on offense, with a bit of party support. For himself, he has an ever-handy 50% NP charge, a Buster buff, 3-time, 3-turn Invincibility, Damage Cut, and NP Gain effects. His party support includes an ATK buff for all allies, targetable Skill Cooldown reduction by 1 turn, and Crit Stars on demand. His NP inflicts NP Seal and decreases all Card type resist before dealing damage to all enemies. Simply by being an AoE Buster Rider option with a 50% NP charge on 6-turn cooldown enables him for double Koyanskaya farming setups. However, his damage is on the lower end for the AoE Buster Rider niche, and he can sometimes struggle to clear chunkier waves without additional offensive support. In exchange, however, he provides the utility of his cooldown reduction and NP Seal effects, which can sometimes come in handy. For Masters in need of an AoE Buster Rider, he can fill the role well enough, although he does not quite stand out above and beyond others in the role.

Uesugi Kenshin
Tier A+
Uesugi Kenshin, an ST Arts Ruler, has a skill set that very much mirrors the Welfare Servant, Nagao Kagetora, except with more powerful and additional effects. She notably has a 50% NP charge for herself, and when combined with her self Arts buff and NP Gain buff, she has the capability to loop her NP readily. Her NP itself deals bonus damage to Human Attribute enemies, which are quite common. Her NP also removes buffs before dealing damage, which comes in handy in many challenge quests or boss encounters. Aside from this, she has respectable Crit-related abilities, having a small Crit damage buff, Star Gather buff, and Stars per turn effects in her kit. Defensively, she has a 2-time, 3-turn Evade for herself. She also is capable of a bit of party support as well, with a targetable Overcharge, ATK, and NP Gain buff all rolled into one. She makes for a great general-purpose damage dealer, and is great to keep in mind when buff removal is ever necessary. Being Ruler Class means that she may not commonly be the best offensive choice when it comes to Class advantage, however, but she also will often have defensive advantage in most situations.

4 Star Servants
Saika Magoichi
Tier B+
Saika Magoichi is the GUDAGUDA Super Goryoukaku 2025's welfare Servant, and is an ST Quick Archer with excellent damage and Crit performance. Offensively, she has Quick/Buster buffs for herself, two sources of Crit damage buffs, and the ability to generate a large sum of Critical Stars on demand. She also has a 20% NP charger to her name, along with a minor NP Gain buff when taking damage. Defense-wise, she has a 1-turn Evade skill, and she brings in additional utility with a self Taunt and Sure Hit. Due to the high hit counts on her Cards, she also generates a healthy sum of Stars from both her NP and her Quick Cards, making her a great Crit damage dealer outside of her NP burst damage. Overall, Saika Magoichi makes for a powerful Quick ST Archer addition to the welfare roster, whose performance is only further improved with the premiere Quick Supports in the game, nearly all of which also can further her Crit damage specialty as well.

Nagakura Shinpachi
Tier B+
Nagakura Shinpachi is an ST Buster Berserker with a kit focused on Buster Crits. Across his skills, he has a 3-turn Buster Buff, Buster Star Gather, and potent Crit Damage buffs, along with multiple sources for Critical Stars. Also, despite being a Berserker, he has a decent amount of survivability given that he has both Guts and an Evade buff, along with a minor DEF buff to his name. His NP notably removes Evade buffs before dealing damage, and also give him a powerful Crit damage buff for a turn before dealing damage to a single target. He makes for a decent Buster Crit option, with his biggest issues likely being that his Crit damage buffs last for only a single turn, and his consistent Crit Star source only gives a few Stars, and the other Crit Star source requires him to get attacked, making him a bit less self-sufficient as a Buster Crit option. However, with any premiere Buster support, they often have ways to address his issues. He makes for a solid entry into the general Buster Crit role for Masters lacking an option in their roster.

Tier List Movements
5 Star Servants
Hijikata Toshizo
Tier B -> B+
Hijikata Toshizo's third skill gets an upgrade that finally gives him access to the simple yet powerful self NP charge. At max level, he gets 30% NP charge, now opening him up as a powerful Koyanskaya looping option for single target waves. Overall, most agreed that the upgrade is worth a bump in tier for him.

4 Star Servants
Sakamoto Ryouma
Tier B+ -> B+
Sakamoto Ryouma gets a standard Arts NP damage buff of +300% across the board, and now guarantees the NP drain effect and grants a sum of Critical Stars based on overcharge level. All these buffs are very helpful to his performance, although it was agreed that it is not quite enough to push him into the A tier levels, so he remains in B+.

Chacha
Tier D+ -> C
Chacha's upgrade improves her first skill, increasing how much NP gauge gained per turn, and also buffs her overall damage output by giving her a Buster buff for 3 turns. Given her status as a welfare, it was generally agreed that these upgrades help her out enough to warrant moving her out of D+ tier.
