Effect activates when defeated by an enemy and targets the enemy that dealt the killing blow: Inflict Skill Seal to the enemy (2 turns). Inflict Curse on the enemy (1,000 damage per turn, 10 turns). Will activate on the enemy that is currently targeted by the player's cursor when a Servant sacrifices themselves (such as Arash's NP) with the CE equipped.
