Introduction
The latest Dancing Dragon Castle event introduces new Servants:

All Servants that were discussed for tier placement or movement are detailed below.
Staff were allowed to assign the following scores.
After some debate, the staff generally agreed to have only EX-/A+/B+/C+/D+ tiers aside from the standard EX/A/B/C/D/E, so for the purposes of tiering the average scores were then rounded to the closest score to obtain the final tier as below. 
As a result, any A-/B-/C-/D-/E+/E- votes, after averaging, would round out to the next closest tier.
5 Star Servants
Hibiki & Chikagi
Tier A
Hibiki & Chikagi are a duo of Alter Ego Servants with an AoE Quick NP, and provide a mix of both offense and support to the party. She notably can give herself a total of 50% NP charge, and the rest of the party 20% NP charge, already having great NP Gauge self-sufficiency and support. Her charge capability, along with the high hit counts of her NP, make her a very capable Quick looper. She also provides offensive support to the entire party, including Quick/Buster/NP Damage buffs, and an NP Gain buff for all allies as well, giving her great applicability in multi-damage dealer team compositions. Defensively, she has a 2-time, 3-turn Evade, and also provides a Max HP buff to the entire party. Her unique aspect is that she benefits in a multitude of ways from being on a Near Water battle field, and can also change the battlefield type to Near Water for 3 turns. While Near Water, she has a passive that activates that gives her 5 Stars and 5% NP charge per turn, and she also has increased NP Gain from her NP. Her NP itself notably removes defensive buffs before damage, which can help deal with pesky hard defense options on the enemy such as Evade and Invincibility. Her NP also deals supereffective damage against Chaotic alignment enemies, and gives her an additional Quick/Buster buff before dealing damage. She also has a unique passive that grants all party members a small 5% Crit Damage buff while she is on the field. Taken together, she is a powerful farmer for the Cavalry (Rider/Caster/Assassin/Berserker) Classes and Foreigner slayer, and makes for an excellent slot in for multi-damage dealer compositions.

Tier B+ -> A
Scathach receives an upgrade to her third skill during the Revival: FGO Arcade Collab, lengthening the turn count of both of her Special ATK Divine/Undead buffs to 3 turns from 1 turn. She also can gain 20% NP charge when normal attacking for 3 times across 3 turns, which hugely helps her Card NP gain, which has always been somewhat awkward for her. Her NP is the primary reason she would be placed in the party, and given its essentially guaranteed stun, she becoems much more effective if she can use her NP quickly in succession. It was agreed that her tier be given a bump.

 4 Star Servants
Nagao Kagetora
Tier A -> A
Nagao Kagetora received an upgrade to her first skill during Pilgrimage Festival 8. Her Arts buff duration increases to 3 turns from 1 turn, and she now gains a very welcome self 20% NP charger. With this upgrade, she has much more consistent damage across turns, and also has an easier time topping off her NP charge. Her upgrade greatly improves her consistency overall, although it does not change her performance ceiling, so it was overall agreed that she stay at her current tier.

Setanta
Tier B -> B
During the recent Revival: FGO Arcade Collab event, Setanta receives an upgrade to his second skill, allowing him to gain 10% NP charge whenever he attacks, up to 5 times across 3 turns. This helps with filling his NP gauge whenever his Cards are available, although the requirement for his Card usage can make this less dependable than a direct NP charge skill. Although it was agreed this upgrade is not enough for a tier change, it is still a welcome upgrade.

Nero Claudius
Tier B+ -> B+
Nero also received an upgrade during the Revival: FGO Arcade Collab evenet, which improves her 3-time Guts skill to lengthen its duration from 5 to 6 turns, and gives a multitude of beneficial effects whenever her Guts activates. The most notable are the NP Damage +20% (6 turns) and debuff clear whenever her Guts activates. However, she also gains a sizable 30-50% NP Gain buff and 20-40% Buff Success Rate buff for 6 turns, both of which support her performance. The Buff Success Rate buff in particular synergizes with her Imperial Privilege skill, guaranteeing both its ATK and DEF buffs. This buff specifically improves her performance in the Last Stand role, although in other situations the buff is less applicable. This is an excellent buff for those who use her as a final Servant, although in farming scenarios this buff will see little use. It was overall agreed that the buff, while helpful, is not quite enough to bump her up to the next tier.

1-3 Star Servants
Kiyohime
Tier C -> C+
Kiyohime gets an upgrade to her second skill during the Dancing Dragon Castle event, where the DEF debuff's values are increased from 12-24% up to an even 20-30%. She also gains anti-Burn 20-30% bonus damage for 3 turns, and can gain 10% NP charge whenever attacking burned enemies for 5 times across 3 turns. These buffs improve Kiyohime's overall damage ceiling, although her kit currently does not have a way to apply Burn before NP damage, which limits some of the applicability of her upgrade's effects. Masters will want to bring either a Burn Command Code or ally if they wish to take advantage of this upgrade without requiring Kiyohime to first use her NP. Even so, the upgrade improves her overall effectiveness, and was generally agreed to be worth a tier bump.
