Introduction
The latest Ordeal Call I Paper Moon chapter release introduces new Servants:
Bhima
Duryodhana

All Servants that were discussed for tier placement or movement are detailed below.
Staff were allowed to assign the following scores.
After some debate, the staff generally agreed to have only EX-/A+/B+/C+/D+ tiers aside from the standard EX/A/B/C/D/E, so for the purposes of tiering the average scores were then rounded to the closest score to obtain the final tier as below. 
As a result, any A-/B-/C-/D-/E+/E- votes, after averaging, would round out to the next closest tier.
5 Star Servants
Bhima
Tier B+
Bhima is a single target Buster Lancer Servant with the unique effect of having his NP's damage scale enormously with overcharge. His NP also has the useful effect of removing buffs before damage, and also improves his Crit damage for three turns. In his kit, he comes with the ever useful NP charge of up to 30%, and both Buster and ATK buffs for himself, along with a Star bomb, Crit damage buffs, and the ability to further stack Crit damage buffs when using Quick Cards, or create more Stars when using Buster Cards. He also has a self debuff clear, and defensively, he has a Guts skill to his name. He also has a relatively niche passive that makes him entirely immune to Poison. Taken together, he is a relatively straightforward but effective single target Lancer damage dealer that scales particularly impressively with overcharge levels, making any Servants that provide overcharge support a favored party member. Masters who are in need of an Archer killer will find Bhima a more than sufficient option, capable of ignoring many gimmicks with his debuff clear and buff removal.

DurgaTier B+
Durga is an AoE Arts Archer who deals bonus damage to both Heaven attribute and Demonic trait on her NP. She comes with the ever handy 50% self NP charge, along with offensive buffs to all three Card colors and her own NP damage. She also has the unique effect of being able to change all of her Command Cards into Arts, to facilitate Arts or Arts Brave chains and further her refund. Utilitywise, she has the ability to grant herself Ignore Invincibility, along with a party-wide NP Overcharge boost. Finally, she has a solid 3-time, 3-turn Invincible buff for herself. Her NP itself also comes with a DEF debuff that applies after damage, to help soften up any enemies that survive her NP. She is a great Arts looping farmer option if Masters are in need of an AoE Arts Archer that additionally covers a few additional traits, and also provides some challenge quest utility with her Ignore Invincible and ally overcharge effect, which can come in handy for certain supportive allies such as Altria Caster. For Masters who already have an AoE Arts Archer, the bonuses she provides are probably not quite enough to make her stand out as a reason to pull for her, although for those lacking a Servant in this niche, she performs in the role excellently.

4 Star Servants
Duryodhana
Tier A
Duryodhana is a Servant that joins the esteemed ranks of AoE Arts Berserkers who is fully capable of looping. Due to high hit counts on his NP, along with his 10% NP regen per turn skill, Duryodhana loops quite comfortably and can do so with budget comps as well as with Black Grail, so long as he is given some starting NP Gauge support. In his kit, he has many offensive buffs, including a party ATK/Crit Damage buff, self Arts and Crit Damage buff, the ability to grant allies increased Star Gather Rate, Stars on demand, and Star generation per turn, along with a debuff resist debuff on all enemies. His NP also debuffs all three Card type resistances. However, on the flip side, he has no defensive options to his name, so he will be heavily reliant on supports if he is to survive taking hits from enemies. As an SR Servant, though, he is among the best options as an omni-farmer, and Masters in need of a one-size-fits-most farmer will find him a welcome addition to the roster.
