5 Star Servants

Tier B+
Sugitani Zenjubou is a single target Buster Archer with strong ramping Buster Crit capabilities and a powerful NP that has a multitude of chance-based offensive buffs. With a total of 50-70% Buster buffs and up to 40% NP Damage buffs all within their own kit, Sugitani can hit among the hardest within the Buster Archer niche. Their skill kit also has a Buff Success Rate buff that increases in potency every turn, and after 3 turns, all of the offensive buff effects on Sugitani's NP are guaranteed. Additionally, Sugitani has Buster Crit Damage, a ramping Crit buff across 5 turns that can reach +250% Crit Damage at max, a Buster Star Gather buff, and Crit Stars per turn effects to support their Buster Crit niche. Defensively, Sugitani has a 3-hit, 3-turn Evade, along with the ability to clear all debuffs on a skill. Finally, their NP also can apply Sure Hit before dealing damage, helping to deal with enemies that may have Evade skills active. Sugitani's immense damage potential, along with their ease of NP5 due to availability in the Friend Point Gacha, make Sugitani a powerful and low-cost Archer damage dealer option that Masters will not want to overlook.

Tier A
Theseus, slayer of the Minotaur, is a single target Arts Saber with bonus damage against Demonic Beast Servants and Giant trait enemies. Their kit is primarily offense-focused, with a leaning towards making Theseus a pwoerful Arts Crit Servant. He has Arts buffs, Stars per turn, Arts Star Gather, Arts Crit Damage, and two skills that provide Stars on demand as one of their effects. Additionally, he comes with the ever handy self NP charge of up to 20%, self ATK buffs, and a minor single-target ATK debuff for an enemy. Theseus's NP boasts both Special ATK against Demonic Beast Servant enemies, and Supereffective bonus against Giant trait enemies, and further buffs his Crit Damage and generates a flat 20 Stars. With decent hitcounts, and a possible Arts Crit after his NP, he can readily refund his own NP gauge and continue the Arts Crit barrage. Theseus makes for a surprisingly excellent Arts Crit Saber option at low cost with his powerful long-lasting buffs and self-sufficient Star generation. Masters looking for a powerful low cost Arts damage dealer can find a reliable option in Theseus.

5 Star Servants
Tier B+ -> A
Voyager's NP gets an upgrade during the Great Spirit's World Tour event, improving its damage across the board by 200%, while also improving the party NP Gauge charge for Living Human allies from 10% to 20%. The damage boost is welcome, and helps solidify his performance in the role as a Quick AoE farmer across multiple enemy waves, boosting his usability in general scenarios. It was generally agreed that Voyager's upgrade was worth a tier bump.

Tier B -> B+
Pilgrimage Festival Part 5 also gave Ryougi Shiki's Saber form a skill upgrade, improving the turn duration of all the effects of her first skill from 1 turn to 3 turns, while also improving the potency of the Instant Death Resist debuff. The Instant Death effects are generally more niche, given most higher rarity and boss enemies are generally immune to Instant Death. However, the improved duration for her Ignore Invincibility and Arts Card buffs are helpful to her overall sustained performance, allowing her to provide value to the team across longer durations of the battle. In combination with the prior upgrades she received, it was agreed that her tiering receive a slight bump at this time.
1Ryougi (Saber): B -> B+ (Avg Score: 8.5) -2[NorseFTX - B][WhiteRabbit - A]
4 Star Servants
Tier A -> A
Ryougi's Assassin form gets a skill upgrade during the Pilgrimage Festival Part 5, adding the ability to generate a flat sum of up to 40 Critical Stars upon usage. This all but guarantees that Ryougi can land a critical hit or two, further allowing her to take advantage of the Crit Damage buff that she gets from the same skill. This helpfully has secondary effects by boosting the other aspects of her Cards as well, including the NP Gain and Star Drop Rate, particularly effective with her Arts and Quick Cards. Altogether this upgrade is a welcome one and greatly improves Ryougi's performance and ability to take advantage of Crits. This upgrade solidifies Ryougi's position, although it does not quite warrant an increase in tier.
