Noble Phantasm

“Avenger Chloe is at the scene! By the way, it’s written as ‘Editor’, but you read it as ‘Avenger’. Now then, where might the bad author who’s behind schedule be~?”
Here to keep tabs on the progress of all procrastinators, Chloe joins the Summer 2025 festivities as an ST Quick Avenger. Her claim to fame is the coveted Order Change effect tied to her skills, giving her a great deal of utility in getting the most value out of all party members in the lineup.
Her second skill, We Can Get It Replaced in Time D++, is her most unique skill. It applies Guts to an ally of choice, and then applies a delayed buff to herself that order changes her with the last reserve slot in the backline when the turn ends. This skill alone opens up a lot of team composition possibilities by adding additional skills and firepower from Servants in the backline. This can be done on top of a Mystic Code order change skill, giving an additional order change and further buff stacking potential. Her other skills support the offensive potential of the team as well. Her first skill, How’s the Progress B provides an ATK buff and Crit Damage buff to all allies for 3 turns, and for herself, further Crit Damage buffs when attacking with Quick Cards. Additionally, applies a buff to all allies that gives the ally a stack of a special [Completed Draft] buff whenever an ally attacks, up to 5 possible. Importantly, if an ally uses an NP to hit all enemies, this gets counted for every target hit and can provide up to 3 stacks at once. These stacks are then used by her third skill, Manuscript Received! A, which gives 10% NP Gauge to all allies for every [Complete Draft] stack they have and removes existing stacks, while also boosting NP Damage for all allies for 3 turns. In an order change / buff stacking scenario, the special trait stacks will not come into play as often, but even without these, Chloe already provides up to ATK +20%, Crit Damage +20%, and NP Damage +20%, which is a decently powerful offensive boost by itself.
Her Noble Phantasm, Monochrome Impulse, buffs her own Quick effectiveness before hitting a single target, and deals increased damage for every [Complete Draft] stack she has on herself. She also will drain 1 NP charge from the targeted enemy, making her a decent option for stalling opponents with threatening NP effects. Her NP damage is however on the lower end, although in most cases her claim to fame is her supportive effect rather than her own damage output.
All in all, Chloe von Einzbern’s Avenger form is a unique party addition that gives Masters more damage potential for any lineup, giving the ability to bring in supports from the backline while also providing sizable offensive buffs herself. Masters with large rosters or a high number of Support Servants benefit well from having Summer Chloe in the party, as she gives more Supports the opportunity to provide their effects in a timely manner, and can help some damage dealers reach new heights. Masters who are fortunate enough to have her join their roster may learn to appreciate the resident Avenger who keeps things running smoothly and ahead of deadlines.
ℹ️ Gameplay Tips
If Masters run two Chloe Avengers, Masters can use the 1st skill of both Chloes along with an AoE damage dealer. When the AoE damage dealer uses their NP, they will gain a whopping 6 stacks of [Completed Draft] from having 2 Chloe buffs active, and for hitting 3 targets (2 * 3 = 6). After this, a single use of one of the Chloe’s third skill will regenerate 60% NP Gauge in one go. This makes her an excellent option as a NP loop support for all types of damage dealers, provided they innately refund at least 40% on their own.
🟢 Strengths
Order Change
Her second skill swaps her for the last Servant in the backline when the turn ends. Combined with the fact that all of her party buffs last multiple turns, she can grant the party buffs and excuse herself from the field to bring in fresh support in the reservoir, further enhancing the performance of the front line. This can be combined with other Order Change effects, such as from Mystic Code: Chaldea Combat Uniform or similar for even more buff stacking.
Great Offensive and NP Support
Chloe provides all of offensive, defensive, and NP support to all allies. Offensively, she provides ATK, Crit Damage, and NP Damage buffs that last multiple turns. Defensively, she gives an ally of choice a 1-time, 3 turn Guts effect. Finally, her NP Support requires her to stay on field, granting any Servants that attack after she uses her first skill an extra 10% NP Gauge for every [Completed Draft] stack they gain. In practice, against AoE wave clears, allies will often gain multiple stacks of [Completed Draft] a turn for every enemy hit with their NP, further improving the potential NP Gauge provided from her third skill.
🔴 Weaknesses
Mediocre Damage
Chloe on her own, even if she has all her damage buffs active, is not particularly proficient at dealing damage. She does not stack [Completed Draft] stacks as quickly by herself, since her NP does not hit multiple targets, and if she consumes the stacks to charge her own NP Gauge, then she subsequently reduces the potential damage of her own NP.
Level Up Skill Recommendations

Chloe von Einzbern (Avenger)’s skills are all actually quite effective even without leveling. The most powerful effects in her skill set, which include the Order Change effect and the [Completed Draft]-related NP charge effect are entirely unaffected by skill level. This only leaves the party offensive buffs and Guts recovery that scale with level. In general, to maximize her offensive support, the leveling order is 1 > 3 >> 2.
- How’s the Progress B – This skill has the most bang-for-buck offensive buffs per skill level, improving both ATK and Crit Damage buffs for all allies. Although this skill does not need to be maxed for Chloe to be effective, levels help bolster the potential damage boost she provides, making this useful to eventually max if Masters wish to deal as much damage as possible with her support.
- We Can Get It Replaced in Time D++ – Although this is one of her most unique skills, the Order Change effect does not depend on level at all. The only effect that scales with level is the amount of HP recovery from the Guts, which can still be useful, and cooldown reduction can also help in some scenarios, although rarely since she will be sent to the backline after the skill’s usage. In many cases, this skill can be safely left at Level 1.
- Manuscript Received! A – The most interesting effect of this skill, the 10% NP Gauge per stack of [Completed Draft], does not scale with level. However, the NP Damage buff to all allies does scale decently with level, so Masters who wish to maximize her offensive support will still wish to max this skill eventually. Since it provides fewer offensive effects per level than her first skill, this is secondary priority.
🖼️ Craft Essence Recommendations

Chloe von Einzbern (Avenger) is primarily a support by design. She works well with supportive CEs such as Crit Stars per Turn, any CEs that provide party buffs, or can even be a holder of Event Drop bonus CEs. If she ever is used as a damage dealer, however, she still benefits from Starting NP Gauge / Quick Up / ATK Up / NP Damage Up.
- A Fragment of 2030 / King of the Seraph / Precise Time Manipulation – These provide Critical Stars each turn that can support other Servants’ critical performance, which would be further bolstered by her own first skill effect.
- Ox-Demon King / King of Tsukimihara Academy – These provide either Buster or ATK buffs to all allies at battle start, providing further offensive support.
- Chaldea Lunchtime – As a Support, Chloe can hold any Event Bonus or Bond EXP CE as needed. Chaldea Lunchtime is simply shown as an example of a bonus CE.
- Knights of Marines / Traces of Christmases Past / Crimson Teacher’s Pointer / Empty Garden / Imaginary Number Attribute / Cherry Icicle / Star’s Day Off / One Summer / Golden Sumo: Boulder Tournament – If Masters wish to use Chloe as a damage dealer, these are other options that provide at least two NP Damage / Quick / ATK buffs and starting NP Gauge. Many of these are prior Event CEs and would be easier to acquire an MLB copy of if Masters participated in a past event.
- The Black Grail / Heaven's Feel – These are CEs that provide the highest NP Damage boost available, in case Masters for some reason wish to deal damage with Chloe.
